For the Kano State Ministry of Local Government, We deployed a highly secure, scalable Human Resource Management System (HRMS). Engineered to govern state-wide payroll and personnel data, this centralized framework integrates absolute identity verification by synchronizing NIN and BVN data directly with the National Identity Management Commission (NIMC). This digital architecture replaces vulnerable manual processes, ensuring seamless, fraud-proof salary disbursement and total workforce transparency.
The Challenge
Driven by a mandate to enforce absolute fiscal accountability, the Kano State Ministry of Local Government sought to achieve state-wide operational transparency. To accomplish this, they chose to focus directly on overhauling their workforce administration and payroll disbursement functions.
The State’s reliance on legacy, paper-based administrative systems had resulted in severe vulnerabilities across local government payrolls. The numerous manual and non-transparent processes created critical blind spots, leaving the state exposed to financial leakage, widespread identity discrepancies, and the pervasive risk of “ghost worker” fraud—an issue Kano State was highly motivated to permanently eradicate.
Additionally, to align with federal digital identity mandates, Kano State was eager to move away from isolated, unverified employee databases. They required a structural overhaul that would synchronize personnel records directly with the National Identity Management Commission (NIMC) via NIN and BVN, ensuring every salary disbursed was tied to a biometrically verified individual without slowing down the monthly payroll cycle.
What Havosoft Engineered
Driven by the Kano State Government’s mandate for absolute fiscal accountability, partnering with Havosoft became a strategic necessity to enforce operational transparency. Havosoft deployed a structural overhaul for the Ministry of Local Government across two key workstreams: Workforce Digitization and Identity Synchronization.
Workforce Digitization – Havosoft designed, engineered, and deployed a highly secure, state-wide Human Resource Management System (HRMS). This centralized digital framework replaced fragmented, paper-heavy legacy systems, automating payroll workflows and ensuring seamless, data-driven administrative oversight across the state’s local government network.
Identity Synchronization – Havosoft engineered a direct, secure integration with the National Identity Management Commission (NIMC). By actively synchronizing personnel records with federal NIN and BVN databases, we instituted absolute biometric verification for all staff. This effectively permanently eradicated the risk of “ghost worker” fraud and secured the state’s salary disbursements.
Performance Metrics
- 44 Local Government Areas completely integrated into a single, centralized HR and payroll command center.
- 100,000+ Personnel Files permanently digitized and biometrically locked to verified NIN/BVN profiles.
- Zero Payroll Leakage achieved by enforcing an automated identity-matching protocol that blocks disbursements to unverified or duplicate accounts.
- 80% Faster Disbursement Cycles: Monthly payroll reconciliation reduced from weeks of manual ledger checking to automated digital clearing.
- Absolute Audit Clarity: Replaced fragmented paper trails with an unalterable digital ledger, ensuring state financial regulators have instant, secure oversight of all workforce expenditures.
